Default help pleasee

is it true that as long as the crank pulley marks is lined up with the timing belt cover then that is TDC? im trying to time an engine but im not quite sure how to do it. its been awhile and from what i remember i had to spin the crank pulley until it is TDC on the first cylinder. but i was told by a friend to just match up the marks on the crank with the timing belt cover and it will be TDC already and make sure cam pulley is matched up with its marks.

ahhh....your engine has to be running to time it.
