If you are just talking about the outside of the lense, a simple trip to an Autozone or whatever, will give you plenty of options for things to choose.
Some people choose a light mag and aluminum polish with a terry cloth. This works well if the oxidation on the outside plastic is light. I would then follow up with a simple caranuba wax. Everytime you wax your car, just wax the lights, with occasional touch up with the polish. They even make plastic specific cleaners and polishers for plastic.
If the headlights are so bad, that they look like this,

you might want to look into headlight restoration kits online.
We do this at my work, and its simply wet sanding of the headlight to get rid of the heavy oxidation, then going up in grades, (400, 1000, 2000) and then applying a plastic clearcoat paint onto the headlight.
Ive seen some done that way, but very rushed, and ended up looking like crap due to the poor prep and sanding. We have been doing them for about 2 years now. It dosen't make them look brand new, but if they are heavily oxidized and are poor on letting light through, you might want to look into the restoration or buying a whole new headlight assembly.
