Fuel pump not priming in 'on' position

Fuel pump not priming in 'on' position
So I finished swapping in a fresh LS Vtec motor into my 96 GSR. I get ready to start it up and turn the key to on. Dash lights come on but I don't hear the fuel pump prime (Walboro 255). Also, I don't hear the main relay click. I try to start it up and the motor keeps cranking but not turning over.
I bought a new main relay from Autozone and still the same issues.
With the key in 'on' I remove the main relay and jump terminals 1 and 7 with a paper clip - pump turns on. I then jump terminals 5 and 7 - pump DOES NOT turn on. I checked fuse 24 under the dash and that's still good. I check fuse 31 under the hood and that's good as well. Ecu's should be good. Started with an obdI p28 with jumper harness and now tried a obdII GSR ecu with same results.
Is there anything else I can do? I bought this shell and the previous owner hacked up the engine wiring harness so I redid the whole thing and now I'm running into this issue. Any help or suggestions would be greatly appreciated. Thanks.

Basic PGM-FI Main Relay tests, check for powers and ground.
Unplug the relay and test for the 3 powers, there are 3 12V powers at the PGM-FI Main Relay.
1- 12V constant hot at all times
2- 12V switched, hot in run and start
3- 12V switched, hot when cranking to start only
Check for continuity to chassis ground, black lead at relay, grounded at thermostat housing. 94
Unplug the relay and test for the 3 powers, there are 3 12V powers at the PGM-FI Main Relay.
