Default Advanced dizzy problem

So I checked the cam timing and it's lined up perfectly and the white mark for the tdc lines up with the cover over the timing belt. Now in order for me to put the timing at 16 degrees the dizzy is advanced all the way...... Any idea?

if you pull it apart, you should be able to see the gears that turn inside and see if you can see any problems with them, imo that would be the first place to look if the engine is timed right

Just curious you are setting it to the middle line on the 3 lines closest together correct? Also make sure you are aiming the gun and looking down at the right place. If you look directly overhead the timing marks always look like its fully advanced, if you look from the side it'll be different. Also you are jumpering the blue connector by the passenger floorboard as well correct?
