i have a 02 honda civic ex 5 speed
and just resently my check engine light came on and at the same time my tach quite working and my green key light cam one
the rev limiter seems like it kicks on at like 3000 to 3500 rpm andi can only go like 65 mph

Your car is in limp mode. Have the engine codes pulled at a place like PepBoys or AutoZone for free, and go from there.

If your "green key light" is on, that means there is a malfunction with your immobilizer, so you might have ECU problems.

oh yeh i forgot to say that i went to autozone and it errored when they read the code

Then you definitely have ECU problems. Take it to Honda.
