That's a big engine for a civic. I'd sell it, then use the money to invest in a 1st gen ZC (very versatile motor 137 hp to start).

For an LS/Vtech motor, you want good solid compression, not just decent. I'm guessing you want 170 psi at the very least, considering that the LS/Vtech is based on the high compession GSR motor.

I'm not sure of the CR, but for a honda engine the absolute minimum is anywhere from 45-65psi (depending on the engine)

Apparently they didn't get the bad O2 sensor, or maybe they were both bad. It sounds like your fuel mixture is too rich.
