Get your old wheel/tire fixed asap. Driving with a spare is all around bad for the car and dangerous. The traction will not be there if you make an evasive more or hit a little bit of rain.

ECU is fried for sure, are you running an aftermarket header? If so check your secondary O2 sensor to see if the wire is bent or grounding on the chassis.

I had the same thing happened on my old civic (05). This could be a leaky radiator, low coolant, leaking head gasket, or bad/stuck thermostat. Those are the most common causes. Check those and go...

I recommend the restoration kit with the ball- drill attachment. Hand power is not going to be enough to do a proper buff job.
