Default engine does not respond to idle screw/vacuum leak

My 1988 Honda civic lx b2/z6 mini me does not respond to any extra/less airflow whether I create a vacuum leak or adjust the idle screw. There is NO change in idle. Stays at 250-300 no matter what I do. The idle does not drop when electronics or fan is turned on. At a total loss. Using an obd0 firewall map sensor with a b-series throttle body. CivicEX1995 has the exact same symptoms and no one can help with the issue it seems.

I found the solution! My MAP sensors vacuum line was not receiving a proper reading where it was routed. I moved it to the location where the purge solenoid is on my d16z6 IM and tada! Now my only problem is idle surge at warm up. I can fix that one noooooo problem :D
