Got a question? Does anybody know whats the deal when a h22A4 not having the front timing belt balancer pulley? It has the rear timing belt balancer pulley but that's it and all the pics i have seen have both!

i am not fulling understanding what you are asking. Are you trying to ask why someone has removed your balance shaft pulleys? Are you talking about the one on the crankshaft or by the timing belt tensioner? Post a picture or elaborate some.

If the pulley is gone, there should be some type of spacer in there, or the timing belt will walk out, and rub on the valve cover and timing covers, and destroy itself.

My other thought, are you looking at the outer crank pulley, and it has a single row pulley on there, and no power steering?

Sorry guys here is a pic.
I,m new at this so hopefully this works. this is exactly what it looks like. It has what I circled in blue and I am missing what I circled in red. When i took off the plastic side covers this is the way it was, so it came like this from Honda or the previous owner wanted a whopping 3hp. Thanks for your help guys. Oh ya this is not my block, this is the only pic i found on google that looked exactly the same.

Someone has done a balance shaft delete on your motor. It is not going to hurt anything. Actually it should give you more oil pressure and you also have less rotating mass and removes a couple of pounds. I would consider it a good thing.
