Default Odd TPS voltage problem

So I'm having a problems with my TPS (go figure). I'm not throwing a code until I go WOT. I checked the TPS trying to adjust the voltage to read .45 idle yet when I check it's reading 2.22 at closed. If I adjust it it adjusts up to 2.46 at closed. has anyone had this problem before? As long as I stay under 1/2 throttle the TPS works fine and I don't get a code but what fun is that with a fresh B16 swap in it?

you should have 4.5 volts at wot. might be bad sensor

That'd make the second bad sensor I bought but there has to be a reason for it. The other TPS I used registered negative voltage so at least this one won't throw a code until I got WOT
