Thanks for all the help. However, I got another questions. Is this a urgent matter that needs to be taken care of right away or can it wait 3 months.

Re: Help! steering rack arms (oxSLEEPERxo)
Its not urgent if you dont care about your steering rack. The part that ripped is called a bellow boot. Only way to replace those is to remove the tie rod ends. The rod end connects the rack to the steering knuckle.

just replaced the same boot today, took about 2 hours (with breaks here and there) and $20 for the boot and clips. the install is really easy and straight foward, unless the rack is damaged just replace the boot

DUDE!! THAT LOOKS TOTALLY LIKE THE INNER CV JOINT GREASE THAT's NOT THE STEeRING RACK. you should look it over carefully before changing it.

Re: Help! steering rack arms (tvrsir)
if the rack and pinion boot is torn then you can just buy the boot at an auto store. If the axle boots are ripped you can either get a new boot and see what happens or you can change the axle. I would check all the boots and make sure its not torn first. If the axle boots are torn, I recommend you replace the whole axle.
