Default Speedometer Stuck

The speedometer on my 95 Accord goes to 20 mph when the key is placed in the on position. When it is started it bounces around 20 then stays there when I move the car. When I come to a stop it again starts to bounce around 20. I replaced the VSS, it didn't help. Can anyone give me some help with this?

Aren't there two speed sensors? Supposedly, there is just a "Speed Sensor" that sends the signal to the speedometer and the vss sends it to the computer. Someone correct me if I'm wrong cause I'm having the same problem.

I've only found one module that has to do with the speed sensor. It is below the intake on the transmission, I changed the vss and even when it is unplugged the speedometer goes to 20 mph when the key is turned to on. I'm starting to think about a grounding problem, but where do you start???

most likely it is either the vss or the cluster is bad i know this much i also searched and found nothing helpful......i also read that if the cruise control dosent work its the vss but my cruise control works????? so i am leaning to get a new cluster i just want to see if it could be anything else ????? so all help will be appreciated thanx again!!!!!!

Since we share the same problem, do you know what is involved in changing out the cluster. What and where all the parts that have to be removed? If it is a ground, then even a new cluster won't help. If we could get some troubleshooting tips for diagnosis it might save us some major work.

Check out the following link for a wiring diagram:
