If condensor fan does not turn on head pressure will increase and go well above 200-250 PSI and the result is the same as an over-charge, poor cooling.
MM&Y of car?
Unplug the condensor fan and supply power and ground directly to it to see if fan is good. 94

I had the same problem a while back I just wired up my condenser fan direct so when ever the car turns on it automatically turns on.

The condensor fan relay is in the engine bay fuse box, unplug the relay and test for power, with the ign. switch off, there should be one pin that is 12V+, [hot at all times].
Turn on the ign. and you should find a second pin with 12V+, [switched power] if you have both powers, fusing is not the problem.
The 4 pin relay is numbered, the 12V+, [hot at all times] will be #30 or #87, either way, [as long as one has power] use a paper clip to jump the two pins, [#30 and #87] ign. does not have to be on, if fan turns on the circuit and fan are good.
To test the relay, swap it with one of the others, if condensor fan works, the relay is the problem, if not it will be relay control.
To confirm it is relay control, supply the relay coil with a ground.
The second 12V+ pin, [switched] will be #85 or #86, plug the relay part way back in, use a jumper to supply a ground to the pin THAT IS NOT the switched switched 12V+, if fan turns on the relay is good and relay control is the problem.
The condensor fan relay is controlled by the A/C switch on HVAC control, through the A/C thermostat and the A/C pressure switch and finaly through the A/C diode, it should turn on as soon as you turn on A/C, meaning it can only be the A/C diode that is bad because the compressor turns on, the A/C diode is there so when A/C turns on the condensor fan, the rad fan also turns on, but condensor fan does not turn on if just the rad fan turns on for engine temp. 94
