Default Air Conditioning Fan

when i installed my fluidyne radiator i never put my AC fan back ok, before that my ac always ran really cold and never had problems. its been about a year since then (havent used ac at all in that year) and i just tryed it... it was not cool like it should be

question 1) can no ac (2nd) radiator fan cause this?

question2) i put a can of freon in it lastnight thinking it was the problem, i overcharged it and the compressor would turn on then off within 5 seconds, today i let some pressure out the low line and the compressor comes on now but its still not cold. if i overcharged it is there any thing i need to fix now?

Take the car out on the freeway. If there are no A/C problems, then it should blow cold even without a fan. Not having a fan only affects A/C performance when the car is at a standstill. Otherwise, the hurricane force winds that blow through the condensor on the freeway do a better job than ANY fan possibly could. So if the A/C doesn't blow cool on the freeway, then there are problem(s) above and beyond the fan.
