Where on the oil pan do I get my fitting welded?
as close to the top of the oil pan as u can get it to be... if u put it lower the oil will back into the line and therefore the line will become backed up
There is a little tip about placing it across from a crank main. As in, don't mount it so that the crank itself is swinging directly in front of it, as this could cause turbulence, thus hindering oil return.

I loosely attached my downpipe to the turbine side when marking my oil pan. It's hard to be sure of a good placement without doing this. The advice to tap up high is good, as we all know gravity is doing most of the work in the return line. Here are some excellent, up-close pics courtesy of Dustin's site:
