BAD IDEA.
For street and daily driving use, you really really REALLY shouldn't get rims that small in diameter or that wide. There are NO 13" street tires with decent performance; like the ad says, "good luck finding tires". Those 175/50-13 tires currently on them are way too small for your car, and they're also way too narrow for 13x9 rims. A 13x9 rim is too wide for any 13" size your car would use. If it's for track or autocross use, you might be able to find some R compound tires to fit.
Also, since the '97-00 Civic only came with 14" or larger wheels, I don't know if 13" wheels can even clear your brakes.
Your best bet is to stick with 14-16" wheels with the appropriate size tires. In particular, a 15" diameter offers a lot of excellent tires in the 195/55-15 and 205/50-15 sizes you would use, and you can get a nice set of used 15x6 Integra wheels without spending a lot of money. If you buy new wheels, keep the width no wider than 7".
Remember, the best approach is to decide what size and kind of tires you're going to use FIRST, and THEN find out what width wheels will fit. Don't do things backwards and buy wheels, only to find out that they're too wide for any tire size you would use.
