its just like the ASE Certification except its by state. I'm a Journeyman electrician, and I've worked along with several master electrician's and master welder's.
basically you join a company as an apprentice (no experience) and participate in their apprenticeship program consisting of on the job training and some online courses/book courses (depends on the company) after 4 years as an apprentice you are allowed to take the exam through the state for your journeymans license (you have to pay to take the test) once you pass you get your license which looks almost like your drivers permit...now you require the state minium of journeyman wages (most states 12-22 bucks an hour) after 4 years as a journeyman you can pay to take your test for your master's license...which locks you in for about 20-what ever your worth an hour! they have this license system for electricians, welders, plumbers, masons, framers, cabinet builders. if you retain three or more license you are considered a jackleg. if you go into business on your own almost every state requires that you retain at least on of these your self and at least one journeyman per trade. look up your state regs. there used to be a thing called the grandfather clause which enabled you to work as a journey man for 8 or more years and all you had to do was pay the license fee (no test) but now you have to take the test...which is pretty freaking hard. If you know a master trades man, they know pretty much every thing there is to know.

I went through 5 months of vocational school and could weld pipe better than 70% of the welders I've ever seen. So, I went to the union hall and they wanted me to be an apprentice, go to 4yrs of school and all this bullshit....

So I went nonunion, hired in my first job I went to, I passed 3 pipe tests and hired in as a journeyman....and still have never worked union jobs or worked as an apprentice. However, I'm not antiunion. They'd take me now without the apprenticeship times

Honestly, the more "exotic" metals weld much better than the common grades of stainless.

If you want to join the good ol' boy network you have to go through the motions. They have to make sure you can do good work while they go on their mandated "three times an hour smoke and coffee break".
