it looks like it could be fixed, you would have to cut out a lot and weld in new metal, but i would also be worried about keeping the shock mounting point in the right place.
depends on whos car it is, buy it for cheap and part it out? or fix it if you really want to,

That looks to me like a wreck that was very poorly repaired. It could be fixed, but you must consider weather the rest of the car is worth the time and effort, as well as the cash.
Also, you must consider, if work like that has been performed on the chassis in structural areas, what else has been done to this car? There may be some other things that are just as unsafe or poorly done.
My advice is to junk it and start with a car in better health.
