Wide Band O2 Sensor
I am interested in the ECU tuning and was wondering does a 2000 honda civic si come stock with a wide band O2 sensor so that i can mod a p28 ecu and data log the performance results and make any changes to the A/F values if needed via ecu programming.

No car ever came with a P28 & wideband. The old VX civics had a wideband sensor - but they've gotten very hard to find.
Most (maybe all?) of the new K-series engines come equipped with a wideband, but I don't know what would be required to retrofit one of them for an OBD1 setup (I'm assuming you want to go Hon/Uberdata).
But aftermarket wideband's are very reasonable these days. Here's a real good thread that outlines most of the available choices.
