Why is it when you start your car and when it is cold, VTEC doesn't engauge?

it is used to make your engine last longer, there are several signals the ecu must see before it lets you go into vtech ex. coolant temp. sensor

Vtec only hits when the certain temp of oil reaches to normal. Once you heat up that oil, then it's all good. Yea...why you reving that high for anyways when it's cold?
