Default why can't you chip a jdm obd2 ecu?

I thought all jdm ecu's used obd1 programs but just use the obd2 plugs if its 96+?
If this is the case couldn't you chip obd2 jdm ecu's?

$250.00 OBD2-OBD1 conversion harness
$100.00 OBD1 ecu
$150.00 Chip OBD1 ecu
$500.00 to go OBD1
