it means its not fully built. lol. what kind of question is this? it could mean a lot of things and it will differ between person to person.

LOL, but in my head semi built means:
EITHER: built head, stock bottom end
Or stock head, built block.
Port work, stock Valvetrain.
Samething when people say fully built.

That works for me too. I would ask what is exactly in the motor. Brand name parts and what not so you dont end up buying a 600 HP capable motor with SRP pistons and Scat rods, with SS autochrome valvetrain.
