What could cause low fuel pressure????
I put my head back together and turned the ignition on, the fuel pump activated but my fuel pressure was at 20psi. I was wondering if that was normal because I recall seeing it at 40psi but can't remember if it supposed to be low on idle and higher as the air pressure increases.

But 20 psi sounds too low, IIRC...
FPR stuck open?
Fuel supply line crushed/kinked?
Fuel filter clogged?
Pulsation damper clogged?
Fuel pump worn & not putting out what it should?
You got the fuel pump to run, but did it sound OK? Slow? Anemic?
I'm gonna guess you didn't really do anything to the pump, supply line, or filter. But you must have taken the fuel rail off while doing the head. Since the FPR is at the return line, maybe it caught some dirt or something that you stirred up? The FPR is a back-pressure valve, so if it sticks open, the rail pressure goes down.
While you're there, make sure that gasoline isn't getting into the FPR's vacuum hose. That would indicate a ruptured diaphragm in the FPR, which would also cause the pressure do go down.

I ran through all the processes of eliminations. And I discovered it was a faulty walbro fuel pump it turned on sounded strong but it turnrd out to be all bark and no good.
I replaced it with a spare and the car runs now.
