I have been hearing this phrase a lot lately.

What you mean when you say "that car is ragged out"?

 

when I say that I mean that the motor is seriously beat (and has lost compression or something is wrong with it) because the driver enjoyed constantly redlining it ...... meaning more than just your normal car enthusiast

 

so like hitting redline every once in a while and sometimes taking it to 4500 to shifts is ok?

Usually, especially when its hot, I just shift somewhere between 2500 and 3000.
