weird vtec pressure switch problem. code 22. what else to check

weird vtec pressure switch problem. code 22. what else to check
just put in a sohc ZC in a 94 hatch. vtec no worky. code 22...vtec presure switch.
Checked the wiring and even ran wires out of the harness directly to the ecu.
the switch has continuity between the trerminals (which it should) and i have tried another known good sensor. The only part that doesn't look right is that I only get 2.88v at the blue/black wire with the key on and it should be around 12v. I have tried 2 p28s with no luck.
Anyone run into this before? any more ideas?
