Default Weird Fuel Problems

I have a Walbro 255LPH, and B&M FPR. Before the fuel pup install. everything was fine. After the fuel pump install.. whenever the fuel pressures are below about 44PSI idle(with vacuum on), when you WOT or just pull the throttle quickly, fuel pressures will DROP!!!!!!. Now I know fuel pressures are suppsoed to go up when vacuum is decreased. Anyways... I was like oh uh, fuel pump bad prolly right? Wrong.. Anything over 45 PSI with vacuum on, when I go WOT or blip it, my fuel pressure goes up just like normal. so anything under 44-45 fuel pressures drop for some reason at WOT etc.. Any ideas? I know it's not the regualtor cause I swapped it with a stock one and it did just the same... Could it be something wrong with the fuel pump?
