Default Weird dizzy issue...

I bought a 89 with a JDM b16 odb0 swap. The car runs and drives fine however the car's dizzy has an issue. The dizzy has the ear cut out and moved over past the normal hole to run correctly. I thought it might have had a bad dizzy because it would sometimes throw a code 9, but I bought a new one and it does the same. I thought it might be a timing issue thinking it might be a tooth off or something but pulled it apart and everything is correct. All timing marks are in the correct locations. I'm running out of ideas, only thing I can think at this point is that maybe it has incorrect cams in it. It really wouldn't be a issue but i'm getting a aftermarket computer installed next week and I really want this thing 100% before tuning.

check for continuity from dizzy plug to ecu. may be an ecu issue. I just replaced an ecu
on a 96 civic for the same issue.
