Icon4 VTEC Won't Engage. WHY

I have a 93 del sol si that originally had a z6 in it. Threw a rod so I got a y7 block & got another z6 head to put on the y7 block. Has a y8 intake manifold, y8 drizzy. Used the stock harness & all plugs plugged up. Stock p28 ecu that came on it originally. I ran the oil pressure line to the head but vtec still won't engage? All sensors work as well a brand new vtec solinoid. Any idea why it won't engage?

Your rpm gauge has to work. Coolant temore sensor, also need to make sure your oil pump is creating enough oil pressure to lock the pins in
