Default vtec not pulling

i have a 2nd gen b16 and when vtec engages at 5500rpm it doesnt pull like it use to.. Performance feels the same as it would feel before vtec.. All my grounds are fine. Sometimes my car throws cel 17 vss speed sensor after 10 minutes of driving, but my speedo works fine and vtec still engages while the check engine is on, its just that it feels like im not making any power in vtec, maybe its time for an oil change??

mods:
chipped p28
itr cams
DC header
NGK wires and Plugs
B&M fuel regulator
2.25 piping w/no cat converter

In addition to doing an oil change, check the filter screen behind the VTEC solenoid. Sometimes it gets clogged and dirty, not allowing sufficient oil pressure to the head.

Because the ECU use a speed signal for fuel mapping, I would think that your speed sensor is the problem, why it doesn't feel strong. Check the plug. I have seen the plug corrod and cause a cel. Look for greenish blue stuff on the plug like a battery terminal gets when it is corroding.
