vtec not engaging in 3rd gear?!?!?! please help

Well the problem that I am experiencing is a constant hesitation/ lagging from my car. The vtec engages from 3rd gear on but the RPMs do not rise. For example my vtec is set to 6400 and it will engage up to about 6700 but the rpms will not increase from that point on. Vtec opens fully in 1st & 2nd gear until my rev limit of 9500. But besides this the car is not running as strong as it normally does.
I tried everything i could think of to solve this problem but was not able to find a solution
I changed :
the spark plugs (with the same exact ngk plugs)
the wires
the distributor
swapped out a different chipped ecu & put my chip inside of it
I also checked & cleaned the vtec solenoid.
Checked the oil.
Checked the fuel pressure.
Checked my grounds.
Checked timing.

The chipped ECU may not register all of the fault codes of a normal VTEC ECU. You need to perform the standard checks:
Oil level
VTEC solenoid screen
Oil level
VTEC solenoid screen

Have you verified switching (voltage) from the ECU to the VTEC solenoid? What intake manifold are you running? (GSR head with dual stage intake?)

Check for the signal at the VTEC solenoid.
Is the bulb for your CEL functional? (It should illuminate when the ignition is in the run position with the engine off.)

Did you verify both the CEL bulb functionality and the solenoid signal? Do you have another VTEC solenoid to test? You may be at the point where you need to rig an oil pressure gauge to measure the pressure downstream of the solenoid.
Does your solenoid have the oil pressure switch (USDM, part 15)?

Perhaps you could use the pressure switch to verify oil pressure to the rocker rails during VTEC operation.
