Default Valve Spring Upgrade

When installing Type R intake valve springs, why do you move the old intake springs to the exhaust side? Why not just install the old intake inner springs inside the original exhaust springs? It seems that the exhaust springs are stiffer than the intake springs (they are at least taller).

the gsr intake springs are the same as itr exhaust springs.
the gsr exhaust springs are not the same as the gsr intake springs.
