Default V-Tec Fluid Low

I was at a performance shop today and I told them my car has no ***** anymore. They said it was because I am low on V-Tec fluid. Where is this resavoir and where can I buy synthetic fluid? Also I have been having a problem with my vtec light being on. Can anyone help me out with this problem. The shop told me It would cost about $1500 to fix it. It is a 99 Si Civic. I am wishing I would have bout an EVO, I hear their turbo fluid never runs out. I am new with the car scene so any help is appreciated. Thanks in advance.

For Sale 99 Civic Si
