Default v-tec controller??

Hi yas all im new to honda's, i bought a 01 civic ex and i was woundering if a V-tec controller would work with my car so i could adjust when the vtec kicks in and a few other things like raise the rev limiter and perhaps turn off the speed sensor or what ever it is that cuts the power when you exceed the limit set around 110 mpg or so? and if not what can i get that will help for a time im planing a full engine swap for this car but not for a year or so.

i don't think the vtec controller can alter the rev limiter and speed sensor
