Default what is a vtec controller?

I know this is a dumb question, but what exactually does a vtec controller do? I'm guessing you can program your car to engage vtec at lower RPMs? What would be the benifit/downside to that?
Thanks

well there is a VAFC which is a vtec and air fuel controller, it basically lets you fine tune your fuel and vtec engagement point. its a nice mod if you have IHE and a couple other parts

The VTEC Controller does just that, allows you to change VTEC engagement. The V-AFC adds air/fuel control as well. What you do is have 2 runs(or more) on a dyno, 1 with the small lobe up to redline and the next with the large(VTEC) lobe up to redline. You then compare the 2 torque curves and set VTEC to engage where they cross over (the small lobe drops in power vs the large lobe continues to make power) Badda bing.
