used hondata s200 on p28 question

hondata s200 on p28 question HELP
can hondata be retunable because the one that i just bought used is flashing the check engine light very fast like if it want to turn off, but i said to myself that maybe it has to get retuned and everything can anyone tell me if it can be retunable
