upgrading a b16

if i'm going to put a jdm 1st gen b16 motor in my 91 hatch and plan to put in itr or ctr cams into it should i get the intake manifold,throdle body? mabye both. what upgrades would give me the most hp jump?

intake, header, exhaust/cat for basic mods. Higher mods will be throttle body, intake manifold, pistons.
