Two problems: belt squeling and coolant........

Two problems: belt squeling and coolant........
Okay i have two problems that i want to address before i turbo my d16.
first after my car sits for awhile when i turn it on a belt in the bay squeals for awhile. it gets REALLY loud when i turn on my AC. Eventually after i drive awhile it will stop though. Anyone know whats wrong??
Also, Ive noticed that there is never hardly any coolant in my coolant resevoir. how much is supposed to be in there?? its always below the min line but, when i pop open the rad. cap there is plenty in there. is this okay??
