Default tuning a stock motor?

I've got a 90 b16a1 and it's got about 70k miles. I know there hasn't been "frequent" tune ups, and maintanence wasn't so good. So I've got a new timing belt/water pump waiting install and I'm getting a compression test tomorrow.. does it help to "tune" the stock motor? is that even possible? I've heard people talking about it and wondered just in case my timing is off, etc..
btw, what else do you think I should replace? plugs/wires/cap/rotor/rad flush are gonna be done soon too.. just got valve adjustment..

Tune? You can do a tune up. All the stuff you listed in your post would be good for the engine. Just pray the compression test has good results.

Check the compression, put the new "tune-up" parts on (plug wires, plugs, air filter, fuel filter, etc), and check to see that things like timng are on where they should be.
