Default trying to pull codes but its not working

I am trying to pull the codes off my ECU but nothing is happening. The CEL is on but when I jump the blue connector, nothing happens. I have a 97 motor w/ OBD2-1 conversion and p28 ECU.

make sure you are jumping the right wire and not the ignition timing one

Are you keeping the wire in there? Leave it in, then turn the key to the on position..

Yes, I am jumping the correct wire.

ANd yeah, I am leaving it in. I put it in with the ignition turned to off, then turn it to on, the CEL comes on but doesnt blink.

something might be wrong with your harness and or ecu

I am doing it when the car is running also, and nothing happens. Could it be a bad harness and/or ECU? How would I check that? I had hondata 2b on the ECU, could that be what is messing up the ECU?
