tps and map sensor

tps and map sensor
It the tps has .2 volts and i cant adjust it to .5 and the ecu has the tps code and the map sensor code. How would the car run? It is a turbo b16 and it studders a lot seem like it running on 3 cylinders. I checked if there is spark and there is. Can these sensor make it run like that? Thanks
