Default Timing question- purpose of service connector jumping when.....

im a noob at adjusting/cheking timing but i got a helms and im going to try it out on my jdm b18c in my 97 civic. whats the purpose of jumping the service connector when checking/adjusting the timing? do i need to do it....

That tells the ECU to quit making it's constant little adjustments to the spark timing. So you'll get a steady position with your timing light, not jumping around.
