Default Timing Question

After installing a new head and various other things i wanted to check my timing. I cant get my idle to go to the specified 750 +- 50rpms. I have a bored out throttle body and the Idle adj. screw is all the way in and my car idles at 1100-1300rpms. How much will this effect my timing when I check it with my timing light?

I do have a timing light.. But your not getting the question. AS far as i know the timing is adjusted as the rpms go up. So how do I know if the timing is right if its 500rpms more than its suppose to be.
