Default Timing off need some input (allready searched)

So just im trying to set the timing on this b18c after pulling the head. Trouble is with the distributor at full retard, It still is not at 16 degrees. So thinking about why that could be, i figured the belt must be off by a tooth. So i put the crank to tdc and checked the cams and they are lined up perfectly. So now im kinda stumped at what would make it unable to go all the way to the center timing mark

(yes i am setting timing to the RED mark )

if you guys can think of something im not, please share..
