Point your cam gears up. Just make sure the arrows are pointing up.
Then align the mark on the crank pulley with the mark on the timing belt cover.

Done.

The timing marks that really matter are the 2 that line up to eachother on the cam gears, not the "UP" arrows.

Spring tension in most cases wont allow the cams to stay completely at TDC, so your supposed to use 2 punches to keep the cams at TDC. If you look directly behind the cam gears, youll see a hole in each cam cap that when at TDC will line up to a hole the same size in the cam. Get the punches that are the correct size to fit into the holes and they will hold the cams at TDC.

Are you talking about setting the base ignition timing?
Or the cam timing?

Ignition timing depends on the car. You need a timing light, digital is best.

Start the engine. Hold the engine at 3,000 rpm with no load (A/T in [N] or [P], M/T in neutral) until the radiator fan comes on, then let it idle.
Connect the timing light to the No.1 ignition wire, then point the light toward the pointer on the timing belt cover

Check the ignition timing in no load conditions: headlights, blower fan, rear window defogger, and air conditioner are not operating.

Adjust the ignition timing if necessary, as follows. Loosen the distributor mounting bolts, and turn the distributor ignition (DI) housing counterclockwise to advance the timing, or clockwise to retard the timing.
Tighten the distributor mounting bolts, and recheck the ignition timing.

Timing specs for B16A2 are 16 degrees + or - 2 degrees (RED) during idling in neutral

Depending on what car you have, youll either have to disconnect the service pin connector or bridge the OBD connector to take the ECU out of the picture. If you dont do one of those 2 things, the timing wont stay where you set it...
