Default Timing for ls/vtec help

i just got my motor back from the machine shop i have a b18a block with a gsr head. i have a greddy gsr timing belt, gsr water pump and type r oil pump. i set the notch on the oil pump gear to the arrow on the pump. i have skunk2 pro series cam gears and i set the notches on that to the ones on the back of the cam cover. now when i put my timing belt on i go by the book and after i tension the belt and turn it over a few rotations the white mark on the crank pulley is off what seems like a tooth (white mark is just past the pointer on timing cover going counter clockwise) but nothing moved the cams or the crank when i put the belt on. it does seem like there is a little slack in the belt between the cam gears but they are lined up exactly to the marks. and then i go to start it and it runs like its off time. what could be doing this? please help!
