Default Timing for ls vtec help

i just got my motor back from the machine shop i have a b18a block with a gsr head. i have a greddy gsr timing belt, gsr water pump and type r oil pump. i set the notch on the oil pump gear to the arrow on the pump. i have skunk2 pro series cam gears and i set the notches on that to the ones on the back of the cam cover. now when i put my timing belt on i go by the book and after i tension the belt and turn it over a few rotations the white mark on the crank pulley is off what seems like a tooth (white mark is just past the pointer on timing cover going counter clockwise) but nothing moved the cams or the crank when i put the belt on. it does seem like there is a little slack in the belt between the cam gears but they are lined up exactly to the marks. and then i go to start it and it runs like its off time. what could be doing this? please help!

What do you mean when you say you set the notches on the cam gears to the ones on the back of the cam cover? The cam gears can only fit on the camshafts one way. Make sure the cam gears are both set to 0 degrees advance/retard (stock setting). When you line up the little index marks on the teeth of the cam gears with each other, where is the white mark on the crank pulley?

thats what i mean by lining up the notches on the cams to the cover, that is the index for tdc for cams, i do that and line up the crank to tdc then when i put the belt on and tension it the white mark is like a 1/4 inch past the pointer on the cover

I don't align my cam gears with anything, other than with each other. The index marks on each cam gear should be directly adjacent to each other at TDC (make sure it's on cylinder 1 and not cylinder 4). I don't look at anything else near the cam gears.

Also, when installing the timing belt, are you making sure to pull the long side of the belt tight and install it over the exhaust cam BEFORE installing it over the intake cam? If you pull it around the water pump and tensioner and install it over the intake cam gear first before the exhaust cam gear, you'll almost certainly be off at least 1 tooth.
