Default timing belt problem

ok i gots a brand new motor (b20b with LS head) with crower turbo cams and a Vtec water pump 22 teeth (was a LS but changed to see if that was the prob.) anyway everytime i tighten the timing belt and i rotate the crank to see how tight it is, it gets loose then tight but it rotates, like it gets loose between the cam gears then back cam gear and water pump then crank and front cam gear? im thinking the cams are off a little? but i dont know, cant anyone help?

i used a LS belt wit the LS water pump, and a GSR belt with the vtec water pump still does to samething?
