Default Timing belt issue

I have a H22A4 and I have never had this problem before when I install timing belts on any car. When I turn the car on, the timing belt keeps creeping outwards away from the motor. I called Greddy, but they told me that the tensioner isn't tight enough. I tightened it to the max, still does it. If I tighen it any more, it'll snap. I was thinking a tensioner pulley issue. Any inputs???

you can't really tighten up the autotensioner, but if you have a manual tensioner it has to be something is still loose

well, i do have the auto tensioner, but when i take off the bracket to release the auto tensioner, it doesn't tighten up all the way. So I go underneath with a rod and press up against the pulley to tighten it up a little bit. Greddy says to tighten it up some more, but it doesn't help. I have done plenty of timing belts on hondas, even on other h22s and i haven't ran into this problem before. I'll check again to make sure everything is tight.

did you put the belt washer on before the crank pulley? it guides the belt to stay in place.

Are you sure the H22A4's have them??? He had an issue and had some other people work on it before. When I took everything off, there wasn't one on there. I didn't think the H22A4's had them since the pulley has a built on washer that is used for the crankshaft position sensor.

I took off the balancer shaft belt and pulley and I put all the pulleys back on the crankshaft w/o the timing cover on. I disconnected the coil and distributor and took the valve cover off. I turned the motor over and when I did that, the problem is the tensioner pulley. It starts to fall off there and goes back to normal right at the water pump. I'm waiting on the tensioner pulley now.
