A timing light is needed to set the timing.
Problem could be a few things, first thing I would check is the timing belt, could have skipped a tooth.94

it would help to know what kind of car/motor it is and what makes you think the timing is off anyway

When was the last time timing belt was replaced?

When checking belt, inspect timing belt tensioner pulley and it's adjustment. 94

I'm not sure the belt looks to be fairly new I'm going to be rebuilding the motor in a month or 2 just tryin to save up the money but I'm going to check all of that out and get back to you guys

is there a diagram or how to on setting the timing or is it just setting everything back to top dead center and going from there

to time it take a screwdriver and stick it in the number one cylinder hole (with the spark plug out ) and turn the crank till the screwdriver is as high as it will go till it starts to go down then when it is all the way up put the pulley in to where the mark thats away from the other 3 notches that r on the crank pulley now put a screw or something into the holes that go through the cams and into the head (that are right next to the cam gears) to hold it top center on the cams and put the belt on this should get it in time good enough to go over it with a timing light good luck lol long time to write

I would not worry about it unless you do not hold up to your plan of rebuilding it in a month or 2. If the seal is leaking oil then yes it is a good idea to change it. It can be a pain to get out with out removing the oil pump, but I know that it can be done.

Good luck
