Default timing

I broke the tensioner boss so I took it to work and tig welded the boss and re tapped the hole. Now I got the belt on and when I line the marks up on the crank pully to the timing cover and the hash marks on th cam gear with the deck of the head. So to set the tension I loosen the tensioner and turn the crank three teeth on the cam pully and tighten the tensioner.So now when I turn the crank over by hand one revolution the marks don't line up so I did it twice three and four revolutions I still cant get the crank pully mark to line up with the timing cover marks. What the hell am I doing wrong

It's rare that it ever lines up perfectly, in fact in most cases it's usually off by about half a tooth. Make sure that "half a tooth" is advanced, not retarded and you should be good.
